I was wondering if there is a Store app available that would transform the Home Screen on my Tab A9+ to have the look and feel I see on the OnePlus Pad 3.

You can use third party launchers to change the look of your home screen and approximate the look you want.

Nova is a popular option. https://play.google.com/store/apps/details?id=com.teslacoilsw.launcher

However, OxygenOS uses a proprietary launcher and and you are not going to be able to replicate 1:1.

Nova's great, but it's on its way out. They're no longer supporting it and the updates that rolled out a couple months ago were based on year-old changes made by devs who had already left. At some point, it will no longer be compatible with the current version of Android and will just stop working.

All that to say OP may want to consider a different custom launcher.

I had heard Nova was on its way out but I hadn't looked into the details of when/if they were totally discontinuing support.

I personally don't use third party launchers as they haven't really been properly supported since ~Android 13 era. Animations aren't a huge deal, but it can be jarring and make the device feel less fluid when they don't work as well as the stock launcher.

I had been using Nova on my S23U, but went back to One UI after it became my secondary device. The animations wouldn't be an issue if Google would just be consistent with which APIs they opened up. There's no reason to open up certain ones and keep others locked, other than gatekeeping.
