Check with your carrier to see if short codes are blocked, that's normally a carrier issue

That would be a carrier issue. Also banks usually have an alternative method (like email) to send the code.

Check and make sure with your carrier you have rcs enabled and business chats. My apple and old verizon account didnt have it enabled until I asked them.
