Is there a settings option where you can set it and all the apps pages are consolidated and have full number of app icons and any empty app screens get removed automatically. I would also like the option to turn it off.
Are you referring to your app drawer or your home screens? There is no way to automatically arrange the apps on your home screens. They are meant to be customized. You can consolodate your apps into folders to minimize the nimber of screens you have. You can adjust the grid size , icon size and screen zoom to have more or less icons on a page. Blank pages need to be removed manually by pinching the screen and tapping the delete icon at the top of the blank page(s).
If you are referring to the app drawer, the apps are arranged automatically in page view, and there are no blank pages.

Tap the 3 dots on the search bar within the app drawer > Sort > (Assuming you are using custom order based your post) Clean up pages. This removes any empty spaces between app pages.
