Samsung Apps and ServicesDo you have notification categories turned on for the app? It does not look like you do. That could be part of the problem. Turn on notification categories - settings/notifications/advanced settings/manage notification categories for each app. You can then go back to the app settings and you will see this in the notification area. If you tap on notification categories, you will get a list from which you can choose which categories you want to be notified (or not) about.

Samsung Apps and ServicesYeah, I find that when categories is not enabled, in apps with the default "allow notifications" settings, it just sends/displays notifications for whatever they feel like. Most people don't know a ton of apps have a boatload of categories to turn on or off. It's also the best way to turn off notifications for which the app disabled turning off. In most of those cases, there are one or two categories that are mandatory and the others can all be turned off. You also cannot assign a specific sound to an app without the categories turned on.

Samsung Apps and ServicesYou can put the Notistar activation on the lock screen and then you can tap the icon and the notifications will show up. If you don't want to use another app to see your notifications, you can try to see what happens if you add the notifications to the lock screen and show it as cards. settings/notifications/lock screen notifications/cards. Then choose to show or hide content.
