I really want to understand why this is a buried setting on Samsung Phones. Make it make sense.

In order to be able to change tones in any app you first need to go to settings, notifications, advanced settings and toggle on NOTIFICATION CATEGORIES to just be able to do this. Why isn't this on by default?

It really is unreasonable that it's a hidden setting.  Not just hidden, well hidden. Samsung veteran users, by now, may know to check every setting after an update, but even they miss this one, as it's unexpected.  Someone coming to Samsung from another brand does not even realize the scope of the settings that are available and would never even think to look for something like this.  On UI versions prior to 6.0 the categories were just...there.

The very least they could do if they were going to turn the categories off by default, would be to not hide the setting, but put it right up front with the main notification settings.  You can't convince me that they really believe that the majority of people don't want customized sounds and are content just to have a default notification sound and leave it at that.  I am quite sure they read the forums (this or reddit) to gauge the temperature about things they do - even if they don't use it as a basis for change.  They know what people are upset about and they deliberately go and do the opposite of what people want.  SODD (Samsung Oppositional Defiance Disorder).

They could capitalize the f in followers for this app. Must be a typo and it was confusing for me to find the categories.

In this app, under notification categories every category begins with a capital letter except for followers. At least on my phone it reflects that using Samsung Gothic bold font. No idea.

This post is about Notification Categories in Notification Settings, not categories in the info page of the Members app.

I do see that the F is not capitalized unlike the other categories.
