I really want to understand why this is a buried setting on Samsung Phones. Make it make sense. 

In order to be able to change tones in any app you first need to go to settings, notifications, advanced settings and toggle on NOTIFICATION CATEGORIES to just be able to do this. Why isn't this on by default?

No kidding! It's on by default on Android devices from other OEMs. You can't even change it!
