How to reach out executives in Europe?

Hi all,

I saw that in US they have the chance to directly write to the CEO office in order to bring there complains that the Customer Service couldn't address (or due to lack if satisfaction with them). 

Is there any similar options for us in Europe (Germany specifically for me).
