At the moment you can only have a live wallpaper on your lock screen.  If you long press on your home screen and select Wallpaper click on the Lockscreen and on the bottom scroll to the right and you will have weather

You can purchase individual scenes, I bought the "Sky" scene. Weather is fairly accurate, but not perfect.
