Cannot enter my email and password into "SAMSUNG ACCOUNT" in Smart Hub

I have a 2016 Samsung UN40J520 that I am trying to activate.  The manual says to press MENU>SMART HUB>SAMSUNG ACCOUNT and click Samsung Account to enter my email and passcode.

When I do this, a pop-up says "This Function Is Not Available".  I have burned at least 20 hours with Samsung 'EXPERTS' and am no closer to finding the solution for entering my account information into the site.

Hello! Thank you for reaching out! I would recommend trying to connect to a different Wi-Fi network. If this doesn't work please try a factory reset on the TV. You can also make sure the firmware is up to date. If none of this helps service would be recommended. As your TV is out of warranty please use the link below to find a service center in your area.
