Monitors and MemoryI connected the monitor with bundle c-to-c cable and my Samsung Notebook 9 Always, which has Thunderbolt 3 port. The monitor doesn't show 60hz frame rate at 4k resolution. This must be a problem since I had no problem with my another M7 32inch 4k monitor which I had bought 2 years ago in South Korea.

Monitors and Memory- Go to Settings > All Settings > General & Privacy > External Device Manager > Input Signal Plus > Turn it on for the USB-C port.
- In Windows, go to Settings > System > Display > Advanced display settings. If 60 Hz is missing, Windows may be defaulting to 30 Hz due to limitations with the cable or port.
- Try another cable that supports DisplayPort 1.4 Alt Mode and 4K @ 60 Hz.
- If you still do not see the option through USB-C, use a Premium High Speed HDMI cable via the HDMI port, and set the monitor to HDMI 2.0 mode.

Monitors and Memory2. I replaced it with my roommate's c-to-c cable but it didn't work. When I connected my laptop with my roommate's LG 4k monitor and my roommate's c-to-c cable, it did work at 4k 60hz.
3. The same as above.
4. How to find HDMI 2.0 mode? I never heard of that. I believe it supports by default. My laptop HDMI port doesn't support HDMI 2.0. Thus, I need to connect with C-to-C cable.

Monitors and MemoryI recommend updating the firmware using a USB drive. On this page, the steps are under "Update using USB": https://www.samsung.com/us/support/answer/ANS10002051/
Try forcing DisplayPort 1.4 mode by going to Settings > All Settings > General & Privacy > External Device Manager > USB-C Mode > High Bandwidth / DisplayPort 1.4.
(If the "USB-C Mode" menu is not visible, it may appear after a firmware update.)
On your PC, go to Device Manager > Display Adapters > Right-click the adapter and select Properties > Events and confirm if the negotiated link is HBR2 or HBR3.
Is your roommate's cable certified for 4K 60 Hz / DP 1.4?

If your monitor is still in warranty, I would contact them as soon as possible so you have warranty options available.

Monitors and MemoryMy monitor was already updated to the latest version : 1030.3.
The USB-C mode does not appear in the menu.
Q : Is your roommate's cable certified for 4K 60 Hz / DP 1.4? A : Maybe? Otherwise it would not work.
If it is not handled, I would return it.
