problem with Google Messages

this is what I get when I try to send message to a favorite contact

Free Msg:  Unable to send message - Message Blocking is active.

I have not blocked either of these two contacts, nor have they done so with me.

You may likely have to contact your carrier. Seeing this message usually indicates that your carrier has a SMS block on your account.
