You can't, it is on by default by carrier.

I just came across this article from Sammobile. Looks like you don't need to do anything. I'm guessing you have an S25 by the category you posted under. Or at least one ui 7.

If you have a phone plan and you can make and receive calls your VoLTE is already active.  This is a carrier controlled setting.
