Try clearing the cache in the phone app. Settings/Apps, then scroll down to the phone app and open that. Then click on the storage section and clear the cache. If that does not work then clear both the cache and data. Clearing the data will reset the phone app to default. Just in case and before clearing the data, back up your contacts, because that will clear any locally save files related to the phone app.
