I use my phone as a travel router when no SIM is in it and unable to activate hotspot if I forget to turn off data saver before removing the SIM be cause the phone still thinks data saver is on but it will not let me turn data saver off until I put the SIM back in to turn it off and then remove the SIM and able to use Hotspot as a repeater just fine. Not looking for help as I've figured out how to deal with it, just wondering if anyone has figured out any other workarounds.
