Yesterday I switched my do not disturb settings to allow all calls and all messages because I was waiting on a important phone call early in the morning. The weird thing is all of my notifications came through like normal for example Snapchat, discord and Gmail even though do not disturb was still on. I'm curious if it is a bug to allow social media notifications while do not disturb is on and they aren't on the list of app exceptions. If this is correct how would I be able to allow a random phone call or text message from someone without getting the social media notifications?

I do not know the answer to that question because my DND works just the way I set it. The only explanation I can think of would be that somehow social media & email are considered messages, not general notifications. I have multiple instances of DND within modes and routines (each mode or routine can contain DND with different parameters, separate from the global DND).  However, I have a question of my own - why change the parameters of DND when you can just turn it off in the instance you describe?

My worry is if I turn off do not disturb then I'll get random notifications in the night that wakes me up while I'm expecting an important message or phone call in the morning from a business. I think you might be right somehow the notifications and messages are getting blended together.

Why not just set it to let all calls through and skip messages. You said you were expecting a call, not a text. Scammers rarely call in the middle of the night, so I doubt they'd pick the night you let all calls through. If you have spam blocker turned on, they'd be rejected anyway.

Because sometimes they send a text and sometimes they send a phone call I'm not sure which one they will do. If I'll leave instructions to call me before they show up sometimes they send a text instead.

I see.  I suggest turning on caller ID and spam protection (if it's not already on) and block all spam and scam calls (but leave block calls from unknown numbers off). Allow all calls and messages to come through the DND, and you will have to live with the occasional notification from the SM/email apps (or turn them to silent. You can also turn the notification volume down or muted while keeping the phone ringer on).  Just so you don't have to change your DND parameters every time you are expecting a morning call, I suggest creating a mode (call it semi-dnd or whatever) and add DND as an action and set that instance of DND to allow all calls and messages through and no apps (although you might want to add emergency alerts if you live in a volatile weather zone). You can also add the volume control to the mode. Or, if you use sleep mode, modify the DND in sleep mode.
