I've had problems with my s25 ultra and I took it to a phone repair store and they said it's probably a motherboard issue and that I should send it to Samsung to get repaired, but I've heard it can take upwards to a month for them to send it back and I also heard that sometimes they send it back without fixing , so should I send it in or just sell it? I bought this phone thinking that it was gonna be a good phone but all it has done it disappoint me.

No, I checked literally everything and I took it to a phone repair store and they couldn't do anything

My s24 ultra I'm not receiving all of my calls, and AT&T have told them about the problem, but was told that I had to pay 250 dollar debt

If they cut off your phone service because you owe them money, then you have to pay them.  They don't usually cut off service unless you haven't been paying the monthly service fee for several months.  This is not a Samsung issue, it is a carrier issue.
