Are you trying to say that you want to keep your phone in power saving mode when the battery goes below 70% and that's not happening? That the phone is using normal power usage at all times?
The way I understand adaptive power saving is that it turns on or off power saving based on your usage patterns. If your usage patterns changed, the activation of power saving would change. I didn't even know about this setting until you mentioned it, as I rarely use power saving at all, as I have no need to.
I think if you want power saving to activate when your battery goes below 70%, you might be better off creating a routine in modes & routines to do that.
