Galaxy S24Incorrect. Your location was always constantly in use. Google has now decided to keep you informed of that fact. At any given time you can tap the green icon and see exactly which app is using your location. The system is *always* using your location. If you think it's a bug, put in a proper error report - you will be told it is not. This is part of the Android update, not the OneUI update.

Galaxy S24"Google has now decided to keep you informed of that fact."
So it hasn't always been like that, then. I am aware of system apps using it, which is fine. I want to be notified if a random app is accessing my exact location, that's what the icon is for, and it has always worked like that.
"This is part of the Android update, not the OneUI update."
Can you show a source, all I can find is Samsung related issues.

Galaxy S24It has always been true that your location was always in use by System apps. You are now being informed of it via the green icon in much the same way as you get the green icon to notify you when your camera or mic is in use. At any point in time, you can tap the green location icon and you will see which app is currently using your location. Whether it was Google or Samsung, does not matter. The fact of the matter is you are now being informed. People are saying everything that is bothering them is Samsung related, but let us not forget that this was an Android update as well as a Samsung update. Just as the camera/mic notification was Android, so is the location notification.

Galaxy S24"At any point in time, you can tap the green location icon and you will see which app is currently using your location."
But I sure hope you and everyone else here agree that this way of checking is rather ridiculous. The whole point of a 'notification' is that you get 'notified' and thus don't have to manually check stuff at random moments. The camera and mic are different because they are never in use all the time like location is.
"Whether it was Google or Samsung, does not matter"
It matters because Samsung should fix this. It's a bug, not a feature of Android/Google.

Galaxy S24You are being notified that your location is in continuous use. Would you prefer to have it flash every second and a half while the beacon calls home? The fact that you can tap on it (as you can the mic and camera) tells you which app is currently using your location, is a proper notification. At any given time, tapping the notification in use icon will tell you it is being used by the system - as it is. If the system, or any other app, was not using your location at any point in time, the icon would be off. There will be times when you tap the icon when *only* the system is using the location. Other times, you may get 3 or 4 apps utilizing the location services. Bottom line is that the SYSTEM is ALWAYS accessing your location and you are being notified of that fact. I don't even know why it bothers anyone. It's hidden and you don't see it until you pull down the notification/quick panel. It uses no battery resources. You don't even get the little green dot that you get with the mic/camera notification, which is much more annoying. If the *white* location indicator being active on your primary status bar is annoying you, download QuickStar and turn it off.

Galaxy S24"Would you prefer to have it flash every second and a half while the beacon calls home?"
I think I have been really clear on what the behaviour of the notificion icon and green indicator light should be, how it always has been and how it still is with other brands. Continuing to rant your pointless observation that the location is always in use doesn't change that, neither does concluding that you 'don't know why it bothers anyone'. This issue has multiple posts here as well as on other sites like XDA, so clearly people want this to be fixed. Hiding the icon is not a fix.
