Is there a way I can create Samsung themes?

How can I create themes for everyone to be able to use?

You can download Goodlock Themepark and Wonderland. I believe they are designed to create custom themes. However, I do not personally use them, so I am unable to provide specific insights into their usage.

I know where I can find them, but do u know if it will let me actually create and share them there? I suppose I can go check for myself lolol. Thank you!

Im not sure about sharing them this is all I know since Ive never used theme Park 

Good Lock module for creating themes is Theme Park. This module allows you to customize various aspects of your phone's UI, including wallpapers, icons, and more, essentially enabling you to create themes without needing to purchase theme packs from the Galaxy Themes store. Other modules like LockStar, QuickStar, and One Hand Operation can also enhance your themed experience
