How do I set Google voice as a default phone dialer in Contacts?

 Default phone app doesn't show Google voice as an option

And Call Redirect is already Google voice But contacts still uses the default Samsung phone dialer

I can't figure it out.

That's not an option. Because it's a virtual number, the phone will not recognize GV as a dialer. In GV settings, you have to change the "calls started from this device's phone app" setting to "yes." You can then make outgoing GV calls directly from the default dialer.

It is set to YES in gv for "calls started from this device's phone app" and i rebooted.
Phone still uses Samsung's phone app for Contacts instead of gv.

note: My sim is data only so can't make calls at all

Calls made from the phone's Contacts app can only use your default dialer and SIM. That setting in GV only applies to calls that you initiate from the dialer. If you want to make a call from a contact's info, it will have to be from the contacts tab in the GV app. I hope that makes sense.

Yes, I see the contact's tab in gv.

But that tab doesn't see all the #'s in Samsung's Contact app.
ie: My state's tax office isn't coming up in GV but I see it in Samsung Contacts

The fix is to move all the contacts stored on your phone to your Google account. That way, GV will be able to access them.

For example, all my contacts are stored in my primary Google account. So no matter which phone I use, whether it's Samsung or another OEM, I don't have to worry about transferring contacts. They're always there.

If you don't want to move the phone contacts, you'll have to go to the contact you want to call, copy the number, and paste it into the dialer.

You will have to make your calls directly from the Google Voice app and select your contact from there.  If you want to use your mobile plan, but only show your Google Voice number you can do that in the Google Voice app settings.  Go to the GV settings, select "calls started from this device's phone app" and then select "Yes (all calls) or "select number before each call".  This will not have the calls go through Google Voice, but will show the GV number as your caller ID when you call someone.  If you only want to use GV because you don't have a carrier, you will have to make your calls through the GV app.  The contacts app is linked to the Samsung phone dialer.

Correct, i don't have a carrier. My sim is data only.

Sigh.. i need to go through Contacts because some #'s aren't showing up in gv search.

As was suggested, open the contacts app, choose manage contacts, and move all your contacts to Google.  Since GV is a Google app, it will have access to all contacts in your Google account - which it should anyway if you have your contacts synced with Google.  Contacts sync should be on by default, but if it's not you can go to settings/google, tap on the "all services" tab and scroll down to Google Contacts sync. Tap that then tap the status section and make sure it's on.  That way any time you add a new contact (or delete one), your contacts will always be available.
