Galaxy S24Okay, give this a try. I've found that it doesn't always fully deregister when you use the phone, and you may need to use the website. My sister had the same issue when switching from an iPhone to an S25; she wasn't receiving iPhone messages until she used the website to deregister a few times. Eventually, it started working consistently.
Also make sure you have Imessage and Facetime turned off on all Apple devices

Galaxy S24When messaging an iPhone, it is likely unable to send due to lack of carrier support. Your best bet is to go into Google Messages > Settings > RCS Chats > auto resend as text.
If you do not turn on auto resend, your phone will refuse to send until it connects to RCS (which in your case, it probably can't due to the network,) and will not fall back to SMS/MMS without manual resend.
