What do you mean by access your account? Do you want to transfer your apps and settings over to your new phone without having to start from scratch? All you have to do is log into your Samsung and Google accounts on your new phone and restore your backup. You will likely lose some personal data that was not backed up, but at least you will not have to start completely from nothing. If your old phone was completely destroyed and can't even be turned on, there is no way to recover anything from it directly.
