To block phishing emails on Outlook/Hotmail open the email from the sender you want to block, tap the three dots in the top right corner, and select "Report junk" followed by "Block Sender." This will prevent future emails from that sender from appearing in your inbox.
Yes, you can do it through your laptop also. But you should be able to block senders from the Android app. The procedure i gave you may differ slightly.
