You mean the persistent notification? When you say "swipe" do you mean tapping the clear button? If you actually swipe the notification if will go away. With the new UI, it will also go away by hitting "clear". You can keep it persistent by downloading Good Lock//NotiStar and turning on the setting "set app unable to clear notifications", then select the weather app and any other app for which you want the norification to remain. They will still clear if you swipe them away, but not if you hit the clear icon.
