It depends on the apps you're using for texting and emails. You can create a group then add your contacts to the group for texting. For email (depending on email client features), you can create a distribution list in your address book and add email addresses to it.
Check your app's settings for more concise information on setup.
Go to the contacts apps, create a group(s) with the contacts you want for specific purposes (you can add a contact to more than one group). When you want to text or email the group, open the group, tap the dot menu and select send message or send email and everyone in that group will be added to the email or text.
