How do I set specific apps to have their notifications remain visible even when clearing all others using the 'Clear' button on the pulldown from top of screen?

Use Good Lock + NotiStar. You can set exceptions for individual apps. Notifications can still be swiped away individually, but they will remain if using the "clear" button.

You can download Goodlock from the Galaxy Store and download the module NotiStar. In that app you can select which apps that you want to Set App Unable To Clear. They won't clear pressing clear all, only when you swipe away.

Thanks! Does anyone know how to permanently get rid of the notification in pull down for the Battery/Charging and Secure Folder?

yes. its removed, but there is a workaround, in notistar, click 3 dots, open information and click on first guy for sever times, and viola, set app unable to clear feature will be showed again in settings.
