 Suggestion on pop-up folder for the background to blur when pop-up folder opens.

GoodLock... download that it has lots of regular standard Samsung UI launcher toggles and tweaks and that's one of them

OP is already using Good Lock to achieve popup folders.

Popup folders do not have an option to blur the wallpaper as standard folders do.
