Some calls allow in Do Not Disturb

I can setup the numbers that I want to allow while in do not disturb, but they disappear after some time.

Anyone know how to fix this? I've reset the numbers 3 or 4 times now just can't get them to stay.

Rather than making an exception for specific contacts, I have call set to allow favorite contacts and messages set to allow any contacts. I have never seen anyone drop out of favorite contacts, and those calls do get through.
