When pushing Send Feedback on YouTube allows you to send feedback while the feedback you type is done press send to hit "Yes" or "No" to make email reply system respond.

If you're having trouble with that feature, it's a Google issue. Reach out to YT support. There should be contact info in the "app support" section of the Play Store listing.
