Samsung can't fix what carriers won't allow for. RCS in Samsung Messages is carrier dependent, full stop. If these features are important to you, might I suggest finding a carrier that supports it and switch to it.
Samsung would need to have it's own servers to give you what you want. They are not going to spend 100s of millions on something that already exists in Google Messages, full stop.
