Who decided that it was smart to have phones wobble on a flat surface? Did someone ask for this? Why not make the back flat and use the space for larger battery.

Galaxy S PhonesA case evens out the wobble, much as a shim does under an uneven table leg. Try one. Where do you think they are going to put the lenses? Do you want a good camera or a bigger battery? You want both? How thick and heavy do you want your phone to be? As if they weren't already uncomfortable to hold.
You can also, oh, I don't know, lie your phone face down on a flat surface or use a stand.

Galaxy S PhonesPhones are generally not getting thicker because 1) the average user doesn't really want that and 2) Major OEMs are currently hesitant to do things like divided Si-Ca battery cells because it introduces additional complexity and potential delays in international shipping. Chinese OEMs have less to lose in terms of global sales and are less hesitant as they aggressively try to break into the global market.
If you want a phone without a camera bump, you're going to get a worse camera - point blank, period.
Pixel 9a may be a good option for you if the camera bump is a sticking point.
