Transferring photos are in HEIC format, need help with changing them to JPEG format

When I transfer photos for attachment they are transfered in heic format am trying to attach pics to send to va but do not get there in jpeg I have read and followed directions about going to gear on camera settings but says cannot adjust in current camera settings and va does not accept heic and sorry to say but I am computer illiterate and am nit able to switch thank you for any help

The reason the setting is "greyed out" or says "cannot adjust" is that your camera is in a mode that conflicts with the HEIC setting.
Step 1: Open the Camera app.
Make sure the sliding menu at the bottom (or on the side) is set to PHOTO (not "Portrait," "Pro," "Video," "Single Take," etc.
Step 2: Then check the top of the camera screen settings to make sure the camera ratio is not set to the highest resolution (like "3:4 64MP" or "3:4 108MP"). Change it to the standard "3:4" 16MP ( your camera's default setting).
Step 3: Once the phone is in the basic "PHOTO" mode, tap the setting gear icon in the top corner of the camera app. Look for "Format and advanced options or Advanced picture options. The setting for High efficiency pictures or HEIF photos and toggle off.

Thank you will give try spent 20 mins.or so talking to Samsung and person I was in discussion with was not able to accomplish even gave access to smart tutor to them,then got disconnected and they never called back or emailed to continue why they make ao difficult to do this had a lg40 and transferring pics was simple always jpeg,you would think that once you transferred pics and were attaching to a file that you could manually switch to jpeg b4 you attached pics,I appreciate your help but am having hard time finding advanced option

You're welcome! You need to look in your file folder, (downloads) not Gallery, for the converted JPEG files.

This is going to be my next undertaking it's a shame that I,we have to go to a website to change the pics from heic to jpeg would think was an option when you are attaching pics to who you r sending to

Cannot find any of settings that are supposed to b on camera app,found the3:4,but nothing bout the ratio 16mp?have no gear in top upper in camera app I am computer illiterate also cannot find anything about adv.picture settings or options made sure all heic are toggle off have just now found cable to transfer pic from phone 2 laptop will b next trial.
