When you block a number it only prevents your phone from ringing through, but all blocked calls are sent directly to voicemail, same as all calls are when do not disturb is on. If a spammer/robocaller is programmed to keep talking if the phone is answered, there's going to be a message. Most actually are programmed to detect the voice mail prompt and hang up. The only way to prevent messages from being left in voicemail would be to have your carrier disable your voicemailbox - then you won't get messages from anyone.

A Series & Other MobileTalk about utter bullsheet. Glad I'm on prepaid forever. Which only doubles their excuse for not helping anything. Have heard it all .. " sorry that's not available on prepaid" Well it didn't work when I was a post paid customer, so not buying the BS. You just don't want to fix it cos it's too taxing or time consuming for a billion dollar company blah blah.
Samsung tanked with a pandemic bottom line, and doesn't care about their phone service. Just money.

A Series & Other MobileOpen the phone dialer, tap the dot menu, select settings and then look for "caller ID and spam protection" and turn it on. You can also tap the "block numbers" You can go to your call log and tap on individual numbers to bring up the settings to block that number, should a spam call slip through. As stated above, blocked numbers will not ring on your phone, but will go directly to voicemail, where some might leave messages. There is no way to prevent this other than asking your carrier to disable your voicemailbox. However, doing that will prevent even wanted callers from leaving you a message.
