Those are doubled because they are for the Secure Folder you can tell what apps are for the secure folder by the App icon with the File folder with the lock on it

I agree with you. Those apps give permission to other apps and they give permission to change the system settings. Some of those apps should not be allowed to change system settings, some phone calls.
