Are you referring to using it with other Carriers. Or you locked your phone and can't get back into it forgot your pin or password.
1. You would have to contact your carrier to see if your device is unlockable each carrier has a different set of requirements.
2. Forgotten pin or password you would need to preform a Factory reset to remove the pin or password. But remember that you have to sign in to the phone with the exact same Google and Samsung accounts thats on the phone.

If you have a carrier locked device, you will need to fulfill your contractual obligations before your carrier will unlock the device. Usually this means paying off the phone completely and maintaining service with that carrier for a certain amount of time.
