You should have inside the Google play store and option to auto update. If set to wifi, those updates won't be initiated due to wifi connectivity. Give me a couple min to give photos

Trust me, I've done all that clear. The cache reset my permission. Look at the auto update is in place. But still when I reset my phone or restart it every single time. I have to re-download my apps to use it. And it's just not in Google Play Store. It's in Samsung 2 all my apps. It's getting pretty frustrating

That sounds like your auto-update settings might not be working as expected. Go into Galaxy Store > Menu > Settings > Auto update apps and make sure it’s set to update automatically (either over Wi-Fi or mobile data).

Also check Google Play Store > Settings > Network preferences > Auto-update apps to make sure it’s enabled there too. If updates reset after every restart, clearing cache/data of Galaxy Store and Play Store might fix the glitch.

Do you have your apps sleeping or in deep sleep? Sleeping apps will not update until you open them.  Do you have enough free space on your device for the apps to install the updates?  If you have, for instance, 128GB or capacity and you have apps filling up 120 GB, there is not enough free space left for your apps to open, run and update. If any of the other suggestions posted here do not help you, your only recourse may be to factory reset your phone, so that you start with a clean, new operating system.

If your pictures are on your phone, just transfer them to a flash drive or computer. If they are in Google photos, download them to a flash drive or computer. You will have to log into Google under your old user name. You can then change your name, email and sign in credentials. Or, once you have your photos, and that's all you care about, sign your phone out out of your Google and Samsung accounts, make sure the phone is removed from those accounts, reset your phone and create new accounts.
