I have the same issue as OP with a tab S9 FE+. I purchased the floor model and the code Costco provided didn't work. They will let me return it, but the only reason I purchased it to begin with was the floor model deal.
If you have an actual solution, I'd love to hear it. I swear I'm not shady. š
