Expandable menu doesn't have icons to add

I can only remove but can't add more icons

It most certainly does have a place to add

Try scrolling to the top of the screen when you're editing the qs tiles

That because all of them are already added, so the only editing that can be done is removing a quick setting.

You can also add more controls in the Quick Panel settings via "Add a control" .
