There should be a toggle to turn the announcement on or off, especially since there are places where it is not a legal requirement for both parties to concent to the recording.

That's what it comes down to is legality as in the USA every state the laws are different some states require you to notify the other person on whether or not your recording the conversation... I would say even with the announcements it been beneficial against spam callers
