Botton App Icons in homepage are way too big compared to the rest

You can make them bigger or smaller

That might also be settings, display, screen zoom, turn all way down. As @youu pointed out, you can make the icons further smaller. But wait, theres more.. hold the home screen then click settings, make sure home screen grid is set to 5x6. Aside from all that, it could be the theme thats applied which may have further settings to reduce size. 🖖🏻

If you have setup 5X7 grid using Homeup before installing Oneui7 then icon will look bigger in dock. You can change to 5X6 grid and the icon in the dock will reduce to the same size as desktop.

As others suggested, you can change your "Home screen app" icon size based on your preference (Settings > App and widget style).
