I could be wrong but my assumption would be because T-Mobile is your service provider when it comes to updates for your phone Samsung puts them out first for phones that are unlocked then they release the ones that are for carriers and if your phone is Carrier locked to T-Mobile unless you force the system update via going into the system and doing it if you have the file blah blah blah you'll only be able to download the system update when you are connected to T-Mobile as that is your service provider and T-Mobile is the one that will offer it to you when they've added their Shenanigans to it and make it available for release
Updates go through your carrier, whether your phone is locked or unlocked, carrier branded or factory model. If you have a carrier phone, even if unlocked, and switched to another carrier, you will still need a T-Mo SIM (active or not) to download your updates.
