I have a Samsung Galaxy Tab2 10.1 (Model GT-P5113) running Android 4.2.2. It is on my WiFi and I can ping it and it can manage my local router but it does not access an Internet Web page. Is there anything that can be done to fix this?

You can try downloading a 3rd party browser from the store since Chrome requires android 10 and Samsung internet requires 5.0 to be supported so you would need to find a legacy brower that will work on 4.2

I'm surprised you can run anything at all on Android 4.2. You are coming to a point where any app that still gets updates will fail to run or at least fail to update.  Most apps have discontinued updates and support for any Android version under 8.0.  Even Firefox requires 8.0.

Yup, she's a gonner.

Time to take it to a responsible recycler, who will box it up and ship it to a third world county, to be burned, smelted, and metals sold to another country, to build another new tablet for $20, and sell to that guy for $450.
