Quick Settings shouldn't scroll if all collapsed content fits on the screen.
with the new smaller side margins, it makes scrolling away have a lot more friction to it, as you have to complete the scroll the panel in order to get it to go away.

It sort of forces you to use the back gestures instead.this kind of clipping is ugly and the drag is uncomfortable and lacking in intuition.
Also, there should be blur in these regions like we have in app drawer for people who chose to have a larger button set up.
