Dual notification and quick panel

When the fold is open, allow us to see both notification panel on the left and quick panel on the right at the same time.

I brought this up before when One UI 7 beta was initially launched on the S24U, but unfortunately Samsung this go this route.

Not sure why they overlooked this. It's perfect for a tablet... I was expecting this change for One Ui 7
