It's what the iPhone does when it's off then connected to a charger. I always thought our phones did that as well.

Every phone does this when you plug in a dead phone, except Samsung phones.

However, have it as an option as well similarly to the Galaxy watches where one can either enable it or disable, yet it's enabled by default.

This is a feature that allows galaxy watches to turn on automatically when placed on the charger. This feature can be enabled in the watch's settings menu under Device care > Battery > Auto power on.
