It should be simple enoguh as the title says.

I can't create a routine to 'toggle' my light in smarthings.

In smarthings, you can create a routine with 'turn on or off', but with modes and routines it only has two options, 'turn on' and 'turn off'.

First, if you have a routine in smart things to automate your on/off schedule for your lights, why would you need a second one in modes and routines?  Assuming you have your own reasons for doing so, in regular routines, you would choose which action to take (on/off) and when the routine ends it will put the lights back to the state it was in prior to the routine running.  For example: if you have a routine set to turn your light off and remain off form 7 a.m. to 7 p.m., if the light was on at 6:59 a.m. and turns off at 7 a.m., it should go back on at 7 p.m.  In routines you can also run two separate routines - one to turn the light off and one to turn the light on.  You can also just ask Bixby to turn your light on or off. You can also create a routine in Smart Things and create a regular routine to call up the Smart Things routine.

What is it you are trying to accomplish?

Thanks for reply. Smarthings routine is limited compared to modes and routines. Simply I want to toggle the light by tagging nfc, and I don't want two different nfc tags for on and off.

I have a nfc sticker that I can put on the table, and want to toggle a light by placing my phone on the tag.

Ok, here's the routine. Trigger nfc tag. What routine will do control smart things. Choose run routines. Click next and create the smart things routine. Select control devices, select your light(s), click next and select toggle on/off. Complete the subroutine and then save the primary routine. Only the smart things control has the toggle.

Already tried that. The problems are 1) chosing 'run routines' don't shown any of smarthings routines, 2) after creating a new routine, it still shows no smarthings routines, even not showing the one I created.

You have to create the ST routine at the time you create the primary routine. See my instructions and the photos I edited in to my previous post.
