I am part of One UI 7 Beta program and i have s24 ultra SM-S928B and yet i didnt reveive the beta update yet.

The One UI 7 beta for the S24 is full, no longer accepting new users. The beta was only for T-Mobile locked phones and unlocked phones with a model number ending with U1 on any carrier.

I think they signed up for the program, but the update won't install on their S24 Ultra due to the model being an S928B, which is an international version, I believe.

Your device model (SM-S928B) is for European carrier sales code, which follows EU Beta policy, rather than US's. 

Current Beta in US is ongoing only for U and U1 models, specifically for T-Mobile and Carrier Unlocked devices.
