Why is it i can change the color of the text thread when I am texting apple users but I can't change the color with Samsung users?

Are you referring to changing the theme colors for the thread? If so you can change the color if everyone is using RCS. If anyone is not, then you can't. Has everything to do with RCS users and those still using sms/mms. Perhaps they need to switch to an RCS compliant messenger app.
