Continuity Service constantly asks for permission after being denied

Basically title, literally every 45 mins or so the same pop up appears. No, I don't want to send data to this clearly marked third party service but my phone will never listen! 

Any permanent solutions to getting rid of this?

See if you can turn off precise location and mobile data so it stops running in the background

I really wish I could find continuity services anywhere on my phone. It's very hard to disable something you can't find. I didn't have samsung health installed.
