Bixby phrases

I'm trying to set up the custom Bixby wakeup phrase and everything I present the plus button it gives the option to download it. I click download, it goes away and loads for a second and gives the same option to download. I tried clearing data on the Bixby app and downloading it over wifi and data after restarting my phone.

1. Open Samsung Members.
2. Navigate to One UI Beta Program > Beta Feedback.
